What happens if you swap the RBS with each other? See if the problem follows and tracks with the working RBS.
Be sure your using good quality LAN cable. CAT6 is recommended.

The issue is not that one Satalite is working and the other is not, they are both showing up in the Orbi App Network Diagram and "working" the problem is that the degradation of the speed in wifi is much greater then the projected 30%. I am only getting 250 mps max (standing directly in front of the router) on a Giga Connection. I will check on the quality of the cable.

Would need to swap RBS around to see if the problem continues as well.
What wireless device are you using when your speed testing?

I have moved and switched the Satalites around and it's all the same; but regard;Ed's of the location or order of the Satalites, why would my speed be only 250 mbps when I am standing right in front of the RBR 750. Could it be one of the settings?

When the RBS is only wired?
How about with the RBS wirelessly connected instead?

You will not get giga speeds over wireless. Unless you have an AX device you will also unlikely get AC speeds over 300-400 Mbps. Verify that you get reasonable AC speeds close to your base station (turn off your satellite if necessary to ensure you're connected to your base station), then continue to diagnose your wireless speeds.
Wired speeds are a different situation and you should be able to get close to gigabit if wired to the base and if your upstream ISP supports it and if you don't have Double NAT.
