Did we ever get a solution to RBR750 not assigning IP addresses after reboot/ power cycling ?
This is an ongoing Orbi problem. I have even tried buying the Cable router /modem combo CBR750 and it does the same thing. The only solution I have found is to do a hard factoiry reset, ( paperclip)...

I would at least turn down the power to 50% though. Your probably over saturating your home with wifi signals.
Look for SIP ALG under Advanced Tab/Setup/WAN Setup I believe. Was mentioned a while ago that some users had better operation with this enabled. Was supposed to be for Voice communications.
To change the default IP Pool range, go in under Advanced Tab/Setup/LAN setup and you'll see .2 and .254 seen for the DHCP IP address range. Just change the 2 to a 100 and the 254 to a 200.
Do both of these at the same time and then apply and reboot the RBR.
I have not see this issue on any of my Orbi systems including my CBR750.

Let us know the details.
Also I recommend changing the default DHCP IP address range to .100 thru .200. I've never used the default range unless NG wants me to.
