What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too? There a router at this point?
Yes RBS can be daisy chained, wireless or wired to each other.
For that size of home, the RBR and just one RBS should be enough, if running two RBS, I would set the power level to 50% or maybe even 25%. I have a 5k sq ft home multi level and have two RBS, generally set 25% here. Great coverage.
Maybe draw up a floor diagram on mark where the modem, RBR and RBS are placed on it and let us see this.

What does the power setting do in terms of how the mesh operates? I haven't changed any settings, installed the 960's fresh with factory settings.

The Transmit Power setting affects the strength of the user facing WiFi signals. If two WiFi access points appear to have similar signal strength, some WiFi devices may "ping pong" between them. When Transmit Power is reduced, every WiFi access point's signal strength will decrease. Thus, the total area of strong coverage will be reduced.
Transmit Power has no effect on the backhaul communication between Orbi units.

Power settings at default are at 100% max. The other values are lower, 25% and 50%. I tend to use 25% when I have my AX or AXE system online with RBS ethernet connected. But my house is 5k sq ft. Still great coverage at 25%.

Helps in reducing some coverage and wifi signal over lap and foot print that if a smaller home is the size, can reduce the foot print and wifi signal overlap between the units to help with overall operation between the units. Also can help with getting the RBS to connect properly to there perspective connection point, RBR or an RBS when daisy chained.
