i.e. the same iPhone
- when Guest WiFi is not enabled, connects to the primary WiFi correctly, but
- If Guest WiFi is enabled (and the Orbi WiFi radios reboot), the iPhone does not get assigned an IP address and has no internet, but
- If the Guest WiFi is disabled (and the Orbi radios reboot again), the iPhone again connects to the primary WiFi and is assigned an IP address.
What is "for the most part"?

p.s. Sorry, I neglected to reference the subject of the "169" IP addresses. Those are not assigned by the Orbi system. They are created by the device itself when it does not receive an IP address using the normal DHCP process:
