How are the RBS ethernet connected to the RBR? Directly or is there a LAN Switch inbetween? If there is a LAN switch, please give brand and model#.
What firmware version is loaded on the system?
What region are you located?

My IOT Wifi channel also has trouble connecting I have noticed.
Many other wifi enabled devices remain connected successfully to the same main SSID.
When I disable guest Wifi, the issue seems to go away for the most part.
Any tips apart from disabling Guest Wifi permanently.

Hi, The satellites are connected by ethernet back haul to a Netgear JGS524PE.

Ok that's a smart managed switch, these kinds of switches are known to cause problems in between the RBR and RBS.
Any chance you can put in a non managed switch? NGs GS105 or GS305 series would work.

I had sought out the Netgear Smart switches, to start leveraging the VLAN capabilities of the Orbi963.
Who else has had these problems?

Common problem when using any kind of smart/managed switch with ethernet connected RBS. Those switches don't allow full traffic between the RBR and RBS when non managed switches do.
is the RBR in router mode or AP mode?
