Common problem when using any kind of smart/managed switch with ethernet connected RBS. Those switches don't allow full traffic between the RBR and RBS when non managed switches do.
is the RBR in router mode or AP mode?

Hi,
The RBRE960 is in Router mode. It is responsible for DHCP and I need to utilise the IoT features.
If I put it into AP mode only then I lose IoT, and Guest capability.
The Netgear smart switch is operating in dumb switch mode currently. No VLANS have been set up, however my intent is to mirror the VLAN setting within the RBRE960 and have the Netgear Smart Switch JGS524PE manage the VLAN traffic, hence reducing the traffic load from the RBRE960.

Try this on the Switch and see if this gets the Guest Network working with the RBS ethernet connected to this switch:
Setup a VLAN on the switch for RBS ETH BH.Setup ALL ports for VLAN ID of 4091.
Tag ALL.
Apply the change and may need to reboot the switch and power cycle both RBS off for 1 minute then back ON.
Then connect to the GN at the RBS and test.
