Firmware update from 4.6.14.3 to 7.2.6.21 for ORBI RBK853

My RBK853 system is operating with firmware version 4.6.14.3. Netgear indicates the latest firmware version is 7.2.6.21 but when I ask the system to search for upgrades it reports firmware is up to date. When I try to perform a manual installation I am unable to get to the screen suggested in the manual.

Manually update the RBS first then RBR lastly:
