How to get iPhone and iPad on WiFi?

UPdate - so I did one more power cycle of the offending RBS. Then I did another power cycle of the RBR. And everything appears to be working! Wow amazing.
If you get any intuition that I am going to reboot this network, send someone here to shoot me. Remind me not to touch anything!!!

OK I have discovered a little - NOTHING is connecting to either RBS! There's one on 3rd floor, one on first floor - RBR in basement. I walked my iPad down to the first floor, where it could connect to the RBR - it got 700/40. So on the third floor, the iPhone and iPad can't reach the RBR with a good enough signal vs 5G right by the window; the Mac can reach it, but very slow (200 Mbps/35). BTW this is not just Apple, a Windows laptop on the third floor can't connect to WiFi either.
How do I get the RBSs having connections again? When I power cycled them, AFTER the RBR was up, the eventually showed BLUE - they are backhauled via Ethernet. The router web page shows Backhaul status GOOD.

OK more info - I took my iPhone up to the 3rd floor, powered off the RBS. Waited a few minutes, then I plugged it in again The WHOLE time the lights were blinking white as it started up, the iPhone had a strong WiFi signal. 5 seconds after the solid blue light came on, it went to 5G.
Also - I noticed all morning the private SSID NETGEAR_ORBI_hidden63 is showing in the list of other networks.
