My mistake, I had the satellites connected via the 2.5G LAN ports and the router by the 10G WAN port. It all worked normally that way, except the ethernet backhaul which made updates a pain. I switched to the 2.5 LAN port on the router and the ethernet backhaul is working as expected.

Since there is only one 2.5Gb port, you can use this one port for one RBS connected to it's 2.5Gb LAN port for BH. Connect the other one to the 1Gb LAN port in back of the RBR to the 1Gb LAN port on the other RBS.
One can get multi gig LAN switches to put in the middle then connect up both RBS using there 2.5Gb LAN ports to the one 2.5Gb LAN port in back of the RBR. NGs XS505M and GS110MX work great with my 960 series.
