I, too am experiencing this DNS proxy/resolver/caching issue ever since Sunday, which was the first day of DST. I have DST enabled and using Netgear for NTP server. I turned off DST and changed the NTP to be time.windows.com to see if this helps. I've had this Orbi RBR40 now for about 2-3 years and have never had anything like this happen. Extremely frustrating that Netgear allows DHCP option 60 and 61 but nothing for a simple hand out of DNS server IPs. I even factory reset and that didn't help. My old Linksys allows me to specify DNS servers in DHCP!
