No. Orbi units require electrical power, and come with power adapters specific to the country (120v, 60Hz in North America, 230v, 50 Hz in other countries with plug specific to the country).
There are WiFi systems with access points powered over ethernet. (Ubiquiti comes to mind)

p.s. It would be remiss of me not to point out that 650ft far exceeds the typical ethernet gigabit length limit of 90meters.
I have a suspicion that using the first PoE injector to power a sequence of PoE switches and devices is not likely to succeed.
