Netgear Orbi RBS350

The area is full of concrete walls and moving it closer to the RBR350 I may as well put it in the same room.
Concrete usually also has rebar inside, which can certainly block wifi. If you haven't tried shifting either the router or the satellite a bit (not necessarily moving them closer together), you might want to try that. There might be something on the particular signal path that you might be able to avoid. I have a pipe chase in my own home that blocks some signal (and the chimney does as well). Large appliances can also block the signal.
Homeplug tech just creates an ethernet connection, so you can use it to create a wired backhaul to the RBS350.
I haven't used powerline networking for a while, but when I played with it I found the performance to be hit or miss - depending on both wiring and circuit loading. The only way to really tell how will it will work on an outlet pair is to try it.
Don't believe the theoretical speeds, if it works decently you'll likely end up with about 70-80 mbps. So not blazing speed.
If there is coax running to the room for TV, then there are also some ethernet-over-coax products you could look into. Look for MoCA 2.5 adapters. They should be able to co-exist with your cable TV, and from what I've read offer significantly better performance than homeplug.
If there is wiring conduit in the walls (likely with concrete), it might also be practical to run an ethernet cable.
