Trying to help reproduce this no router web page log in problem. I reverted FW back to v.13 on my 750 last nite. Didn't factory reset. Just downgraded. Left it to see if it would update. I found this morning that it updated to v.2 around 1am this morning. I was able to log into the RBRs web page just fine. Even the debug page using MS Edge. Not sure what is happening with AU.
For anyone seeing this, I recommend you manually download FW and apply updates. Then factory reset and setup from scratch.

Please detail how we are supposed to manually update the router with no access to it either via IP address or app.

Have the FW files already downloaded on a PC or laptop.
You'll need to factory reset the RBR and setup from scratch. I would disconnect the RBR from the the ISP modem.
Press the reset button for 15 seconds then release.
Use MS Edge, FireFox or Opera.
HTTP and 192.168.1.1 should get you to the setup wizard.Walk thru the setup wizard and complete it. Write down all important information for safe keeping.
Once the setup wizard completes you should be able to re-upload FW:
