What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6 UTP is recommended.
How are you checking the speed? Wireless or ethernet PC?
How did you factory reset the router and satellites and setup from scratch? Using a PC and web browser or setup thru the Orbi app?
Is IPv6 enabled on the RBR?
Are you using ISP DNS or custom DNS?
Try disabling the following and see:
Armor, IPv6, Smart Parental Controls or Circle, Traffic Meter.
Not sure which ONT Ting is using for our installs, but I hear it's a Calix GP1100X.
Using a Cable Matters CAT6 cable.
Checking the speed both wirelessly on iPhone/iPad and wired Mac.
Used a Mac/web browser to set up.
IPv6 is enabled.
Using Cloudflare and Google DNS.
Armor, Smart Parental Controls, Circle and Traffic Meter are all turned off.
If you disable IPv6 on the RBR do you see same problem?
Also try ISP DNS as well.
Have you tested a wired PC at the ONT with out the RBR connected to confirm speeds are good there?

Just happened again. Orbi router began flashing white and the WiFi network disappeared as the router reset itself. Hardlined computer maintained Internet connection, so it's definitely a router issue. And, as I type this, the WiFi went down again for another 15 seconds.
I've been running the Cloudflare/Google DNS and IPv6 for over a year and no issues until this latest firmware was installed.
Has a factory reset and setup from scratch been performed since last FW update?
