You forgot option "c": I'm an idiot who was trying to connect one of the satellites to the modem, instead of the "main" unit.
In my defense, my previous LinkSys Velop system didn't have the concept of "satellite" units. They were all the same.
I blame Netgear for not emphasizing that you should ensure you have the base unit, with its distinctive yellow Ethernet port, when you begin setup.

No blue light ever on the main unit as far as I can tell. I'll re-try setting it up tomorrow...the wife get very antsy when the WiFi goes down.
According to the manual, blue lights appear on the satellites when they've connected.

For the RBR there is now BLUE front LED. RBR only supports Blinking WHITE, AMBER and PINK. OFF means normal good connection with the ISP modem or ONT and isp services.

There never was a Blue light? not even for three minutes?
