Problem solved.
I just hope this is not a used product sold to me from the shop.
From the browser ORBI settings (attached devices), I noticed something odd.
My default router IP address is 192.168.1.1
The addresses I am seeing from the UI as followed.
Satellite 1 IP address - 192.168.1.5
Satellite 2 IP address - 192.168.0.43 <----- different subnet!
How did this device end up with different subnet? is this a glitch?
To solve this problem, i have to factory reset with a pin and now I am getting the
correct subnet IP 192.168.1.7 from DHCP

No, it's up to wifi devices to pick and choose where they connect too. Orbi only provides the platform.
Some minor adjustments that you can try:
What is the size of your home? Sq Ft?
What is the distance between the router and satellite(s)? 30 feet or more is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected.
Also try turning down the power output of the RBRs wifi radios from 100% to 50% and see if this changes anything. Under Advanced Tab/Advanced Settings/Wireless Settings
This may help wifi devices connect to RBS vs RBR.
