My ISP is Bezeq using a 600/60 GPON fiber connection and the RBK is connected via an Adtran SDX611 ONT using the cable that came with the RBK.
Apartment is 1300 SqFt, downstairs satellite is about 12 feet from the router and working fine. Upstairs satellite is about 30 feet from router with open staircase with concrete structure.
Tried swapping the satellites and the issue remains upstairs.

So 12 feet is TOO close between the one RBS and the RBR. 30 feet or more is recommended in between RBR and RBS🛰️ to begin with depending upon building materials when wirelessly connected.
Turn OFF this closer RBS and see if the other RBS at 30 feet will correct correctly. Maybe more it 5 feet closer to the RBR.
If you swapped RBS locations with each other and the problem didn't follow then there is a possible interference issue at this remote location.
For that size of home you only need the RBR and maybe 1 RBS. I'd even turn down the power on the RBR to 50% as well. Under Advanced Tab/Advanced Settings/Wireless Settings

The downstairs satellite is there to provide wired ports for appliances that do not support Wi-Fi.
I now moved it to about 18 feet away from the router.
Is there a way to lower power in a specific satellite?
Your suggestion to reduce power in the RBR - would it not affect its capability to reach upstairs?
Also - I see that power can be managed separately for 2.4 and 5 GHz. Do you suggest I reduce it for both?

Regardless if your using the closer RBS for just wired connections, there is wifi still being broadcast and having too much wifi over lap between the RBR and RBS and devices can cause problems.
I would first turn OFF the closer RBS to ensure that the other remote RBS is syncing fully and doesn't continue to re-sync and blink all the time.
You can only change the power on the RBR which will cause the RBS to change there power levels as well. Can only be done on the RBR.
Yes reduce both.
