Swap LAN cables for sure. CAT6 UTP between the ISP ONT and RBR and RBR to laptop.
Also might test with a different PC to compare results as well.

Factory Reset and reloading firmware are two of the most frequent recommendations on the forum.

My concern is that "something is going on" with one or more devices on the LAN and interfering with the Internet Service Provider (ISP) connection.
Cable internet often has much lower speed on the "up" link than on the "down" link. (this is normal because most customers generate very little traffic compared to what they consume.) There was a post earlier this year from a user who complained that his internet connection dropped to almost nothing. It turned out he had a typical cable service and had decided to upload 100GB of data to a backup cloud account. With the uplink totally consumed, speed test could not respond to download packets and the service was at a standstill.

I didn't know about that debug option, I restarted it few hours ago and I see the CPU load and Memory Usage is not that high as you can see below:
CPU Load: 16.27%
Memory Usage(Used/Total): 324 MB/874 MB
System Uptime: 0 days 02:42:48
Maybe I will double check again when the issue is presented and see if the CPU load and Memory usage has been increased and something is affecting the same.
Also, I have enabled the traffic meter, I will keep an eye on that one, but one thing that I can say that I already replied to someone in my post is that connecting the ethernet cable directly to the ORBI when I'm experiencing the issue and do an speed test, it has speeds around 90/100, If I do it directly through the ISP modem, it gives me 200mb.
