Some is definitely wrong with the Samsung TV. I suggest unplugging the TV power temporarily and starting over with the WiFi setup.
As FURRYe38 mentioned, there are specific applications which are difficult to enable when the user has "two routers" (the AT&T and the Orbi in your case). Internet search for "Double NAT" will provide examples. Connecting a television to the internet is not one of those applications that would be affected by having two routers.
There is certainly nothing wrong with eliminating a Double NAT, but it does not seem to be pertinent to this problem.
*** The original post did not mention what 'mode' the Orbi RBR750 is in, but it would not matter. If the Orbi is in access point (AP) mode, then DHCP requests would be passed to the AT&T router, which is "on".
