There we are. RBS350s. So you have different RBS model and this would be the RBS650 series.
You'll need to get the 350 updated to v.31 here first:
Then you'll need to downgrade the RBR to same version afterwards to same version.
Then factory reset and setup from scratch and then disable auto update on the RBR to prevent it from updating to anything newer. As there is no v.15 FW yet available for the RBS350 series.

Router and all satellites are on FW version: V7.2.7.15_5.1.16
Initially FW was installed automatically. I manually installed previous version on router and then manually updated to current version (V7.2.7.15_5.1.16)
Modem is a Arris SURFboard 6910.
Home sq feet is 3300. No changes to any hardware or location of router or 3 satellites in past 2 years. No changes in wifi settings. Satellites are about 20-30 feet apart. All had blue LED connections to mesh. All 3 satellites are exhibiting the exact same behavior.
Right now I have moved one satellite within 20 feet of router and turned other two off. Have tried the power off sequence of network devices as suggested with no change in behvavior.
When I power up the sattelite I see it show up in Netgear web app in Attached Devices for one second and then is show it as Disconnected. IP address assigned is 192.168.1.250
Changes to 2.4Ghz and 5Ghz channel numbers had no impact.

For that size of home, the RBR and just one RBS should work well. Two at the max and could turn down the power to 50% for two RBS deployed.
20 feet is to close between the RBR and RBS. 30 feet starting distances in between. s
I would factory reset the system and setup from scratch. Try this PDF process:
