Can you provide a lay out or diagram if how your system is layed out and connected?
Are you first syncing the RBS one at a time to the RBR via wireless, then connect the RBS to the RBR using ethernet?
I would do this first and also test the RBS directly connected to the back of the RBR via ethernet after wireless sync has completed.
Be sure the RBR is connected to the host router using it's WAN port.
