More detail would help.
When Network Settings on a device is opened:
- Does the WiFi network appear as one of the choices?
- When the WiFi password is entered, what happens?
Are there any devices which can be connected to the system with an ethernet cable?

My first thought is that Access Control has been enabled and the setting is to "not allow new devices to connect."
The way to determine is this is the case is to connect to the Orbi web interface (http://orbilogin.net) with the user name "admin" and the admin password (not the WiFi password). Then bring up the Attached Devices page.
At the top it should say that Access Control is on or off.

I had access control off, then turned it on and allow all to connect, that didn't work, so I turned it off again.

I may have made an invalid assumption. (I often do.)
Does "adding devices" mean:
- No new WiFi device of any kind can connect to the system?
(new phone, tablet, printer, .... anything), or - The KASA app cannot add more devices?
When I search for "Maximum devices on KASA app?", I get conflicting results. One post from 2017 said there are "no limits" to the number of devices on KASA. Another from 2021 talked about a limit in terms of KSAS Sense (whatever that is).
