What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
Be sure your using a good quality LAN cable between the modem and router. CAT6A STP is recommended.
What is the model# of the NG router?
When the Orbi is in AP mode, you would configure any firewall rules on the host router, not the RBR in AP mode.

* Firmware: First thing I did was install the latest firmware: V6.3.7.10_3.3.3
* ISP: Starlink Gen 2 square dish with modem in bypass mode
** Have used multiple cables between the modem and the router when I was diagnosing the original problem with starlink (that junior0415 provided a workaround which also worked for me)
* Netgear RBRE960
I'm definitely aware that if I had my orbi in AP mode, the firewall would be either ineffective or disabled. I'm currently running the RBRE960 as the router.
