What FW version are you using on the RBR and RBS?
Has a factory reset been performed since last update on the RBR and RBS and setup from scratch?
The RBS is connected to the back of the RBS or is there a LAN switch in between the RBR and RBS?
Ensure the LAN cable is of good quality between the RBR and RBS. CAT6 is recommended. Swap LAN cables to test.
Test the RBS near the RBR with a different cable as a test.

Does the RBS connect wirelessly? I've not seen this with mine. I have two wire thru LAN switches.

I think this is a bug. But the NG support engineer only confirmed the satellite open wifi issue(they repeat it with my config file)
