Has a factory reset and setup from scratch been performed with a ethernet connected PC and web browser?
Even if you disable WiFi Private Address on the iPhone, it will not connect?
If you disable the security mode and set to NONE, does anything connect to GN? Re-enable WPA2 after testing this.
What mode is the modem working in? Router or bridged?
Your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.

What devices are you connecting to the Guest Network?
What devices have you connected to the GN?
I believe the IP address will differ from the main LAN network IP address pool.
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?

I've tryed to connect my iPhone (ios 15.4) and the macbook Pro with Montery. I've tryed also with an android and a win pc.
I'm unable to connect any devices.
The Orby is connect to a Vodafone Station 6 (firmware:XF6_3.0.17.04, HW version RHG3006 v1).

Thanks, I've disabled the wifi protection and it works. After reenabled it works again.

Could you please elaborate on "what happens"?
- Does the guest WiFi name (SSID) appear on the list of available WiFi systems on all of these devices?
- When you enter the guest password, what happens?
Does the device say, "Connected"? - When you look at the device Network settings, do they show the name of the guest WiFi, a "link rate", but no IP?
