Got a cheap unmanaged switch sitting around? I've seen a few posts on here with Nokia ONT's (are they just an ONT? Their specs lead me to believe they have some traffic modeling) that had issues. Some were fixed with simply using an unmanaged switch in between them.
You might check with the ISP to see if they need a specific vlan setup for the ONT.
