Per Schedule Blocking Service not working on RBR750

I just bought an Orbi RBR750. On my Netgear NightHawk, I blocked Services for an IP range on a schedule. On the NightHawk this worked for years.
The interface for the Orbi is nearly the same, however I setup the Block Services per schedule it doesnt work at all...
my configs
Security -> Block Services
Service Blocking -> per Schedule
Only 1 rule - Service Table -> Service Type All -> Ports 1-65536 -> IPs 192.168.1.21.192.168.1.254
Security -> Schedule -> Everyday -> All Day (for testing)
Security -> Access Control -> Turn on Access Control is enabled.
When Block Service it set to "Always" it works.
I have per Schedule and All Day, it does not block anything.
edit: tried deleting the rule and re-add per another post, still no luck
