RBK750 Access Control does not block device

I've just installed a new router (RBR750 + RBS750) and turn on the access control with a short list of allowed devices. I tested it by loggin on from a PC that is not on the access list with expectation that it'll be rejected. But no, the PC is added to the "attached device" list with the "Allow" green mark.

I've been using access control for at least 8 years on your old router (R6200) and it has no problem blocking devices that are not on the list. But this is simply doesn't work. Here is my seting.

Model: RBR750

Firmware: V3.2.16.6

Advanced>>Security>>Access Control>>Check on "Turn on access control"

Access Rule: "Block on all new devices from connecting" 

Press "Apply" button still doesnt' reflect the change sometime. So I even rebooted the router. Still the same.

If we can't fix this, I may need to return the router.
