I tested here and it works fine.
So you turned on Access Control
you unchecked "Allow all new devices to connect "
And you checked "Block all new devices from connecting"
That's how I set mine for testing. After setting, I rebooted the router via the GUI at orbilogin.com > Advanced > Advanced Home

Thank you for the info. I've also opened the case wtih Netgear and got a response that I don't feel comfortable.

Using the access control feature it is to block devices from connecting to your router’s Internet connection. Blocking devices with access control only blocks them from accessing the Internet. Devices can still access your router’s local network and communicate with your connected devices.

I tested it and it's true. I used access control more to prevent unknown device to hack into my local device rather than limit internet bandwidth. So this current method doesn't work for me.

If your looking to limit bandwidth per device, then current Orbi systems will not have this feature.

No I don't care much about bandwidth. I just want to allow only approved devices to access to the network for security reason.

Well most home class routers have this same features. There maybe other mfrs that fully block devices entirely.
