RBK752 (AX4200) configure / operate with no internet

It seems the wireless routers want / require an internet connection for configuration and setup and perhaps for normal operation.
The questions are:
1) can the NetGear device (AX4200 in this case) be set up without access to the internet? Yes.
2) Will the NetGear AX4200 operate in local only (no internet) mode without problems? Yes.
3) What mode of operation would the NetGear device be set to? Try either router or AP mode.
I realize I will lose much of the capability of the device, but I need a local wifi network by which the cell phones, laptops, etc. can access a printer, TV's etc.
