Put the Orbi router into Access Point (AP) mode. That way, all devices get IP addresses directly from the ISP router.
If the Orbi is in router mode, the LAN side of the router must be a different IP subnet from the WAN side. Thus, the Orbi cannot possibly be set to hand out IP addresses in the same subnet as the ISP is.
