what happens when you turn everything off. Power up the AT&T. Then power up the Orbi. Then power up the PC. Sometimes the DHCP process on routers simply gives devices "what they ask for". If the PC was using a 10.x.x.x address and asked to renew it, the AT&T might say, "fine."
Completely restarting can clear things out.
