Hi need to update the case with some more information. After a little more research, I can see with the help of the Angry IP scanner that the meter loses connection and goes offline immediately after restarting the router or meter. I.e. the entire IP address is offline and cannot be reached or pinged. No communication via Modbus/IP. When I plug in and out of the cable, the device (usually) goes online again. No other wired devices have similar problems.
