Can I use a Netgear AX1800 WiFi Extender and Orbi RBR850 router?

then, Yes. From the product data sheet:
WiFi "Extenders" from any brand work with WiFi routers from any brand. There is a world of difference between a "WiFi Extender" and a WiFi mesh satellite". The extender creates a separate WiFi network. You may tell it to use the same WiFi credentials as the primary WiFi system, but devices see them as totally different systems. Devices will not "roam seamlessly" between the primary WiFi and the Extender WiFi. Often this is not an issue because the need is to connect some devices that are too far from the primary WiFi to get a good signal and do not move. (security cameras, garage door openers, pool/sprinkler controllers, TVs, etc.)
