RBR350 - satellites connected as Attached Devices not Satellites

I have an RBR350 (firmware V4.4.1.29_3.10.80) with 2 satellites. We had a power outage earlier in the day and at first it appeared that I could not connect my satellites again as they kept failing to show up at the top of the Attached Devices pages. However I then noticed that they both appear as regular attached devices. 

I've confirmed they're working - one has a non-wifi network device attached to it, which I can connect to over the network. Similarly, I can reach the device login screen by connecting straight to its IP.

Im not sure if this is a problem or not. Is this acting as a mesh if it is set up this way? They each have the same IP address they had before the outage, and several wifi devices report as being connected to the satellites, which given their physical proximity to the satellite, is believable.

Is this just a quirk of the UI, or is this a problem that I should continue to troubleshoot?
