RBR750 Can’t login to router when the internet is down

Question

Any time my internet goes down (way to often lately) when I try to go login to my router from my phone app (I realize now I haven’t tried it on the computer during an outage) it tells me the router can’t be located. Is this normal? Do I need to be logging in from my computer on the same network?

If the Orbi app on the phone is attempting to use Anywhere Access, that requires an internet connection.
The computer (web) interface should remain available even when the internet is not active.
