This is nothing to do with Orbi. It's always the mobile device that choose the best AP to connect to according to the wifi standards.
Orbi sends the different signals from the different APs (router and satellites), and the device measures the levels of those signals and should choose the best signal if it supports the requires roaming standards.
Unfotunately, very few devices does that. My iPhone always selects the best AP, but other devices, like my security cameras stick to the AP that it finds live first and looks for another AP only if the first AP is completely lost, not if it finds an AP with better signal.

Then is there something I need to set on my iPhone to help with device selection? There are two corners of the house (where the satellites are) that the iphone will still connect to the router with a decent signal (I can get 500mbps internet speeds) but it will disconnect routinely (go to LTE, IP address is unassigned) and reconnect to back to the router and rarely sometimes to the satellite.
My thermostat for example sees 3 SSIDs for the router and 2x satellites. I'm not sure which one is which.
Is there anyway to set the router to 25% and satellites to 100% power?
