RBR750 Flashing White

My RBR750 is not working. When powered on it will just flash white. I've tried to factory reset as per guides but cannot see the device on my network or if plugged into pc. The firmware was version 4 something and I assume it was trying to do an install. Any ideas how to connect to the RBR750 and RBS750 device?

    So with the RBR disconnected from the ISP modem, press the reset button for 15 seconds then release. 

    Wait 2 minutes. 

    With a ethernet connected PC to the RBR, can you access 192.168.1.1 at all using MS Edge web browser?
