Yes, prior backup configurations can re-introduce issues. Why it's best to FR and setup from scratch after newer FW has been applied. Then after it's all setup, save off a new backup configuration to file.

What FW is loaded on the system?
Has a factory reset and setup from scratch been performed since last FW update?
- I'm saving that for a last resort since I have multiple static ip addresses setup and it would be chaos to redo. The firmware is the latest that came out in April but this issue started last month June
I believe the only way to resolve this is thru a FR.
Also please keep on had a back up configuration. Saves time if a FR is needed.
