I found that “downgrading” to the oldest firmware on the support page allowed me to enable telnet. Access was still intact after re-upgrading to the latest firmware. Hope that helps.

I would like to confirm with you, the oldest version you mentioned is 3.1.5.23?
Also would you please list out the procedure of downgrading the firmware?
such as, downgrade RBR/RBS first?

If you downgrade, downgrade the RBS first then RBR lastly. Same FW update proceedures for manually updating FW on Orbi.

I have found that firmware v3.2.18 does not appear to allow you to down grade firmware any longer as it warns you are doing so and ONLY allows you one option of "NO" to proceed.
This is really starting to go the wrong direction with firmware updates.. I purchased these as they had more control over network config than Googles WiFi mesh system offered via just an app .. this is very disapointing to say the least !
