ISP modem is a TP-Link Archer VR1600v.
Property is a single level 3-bed apartment, about 1750 sqft, sort of rectangular. Router is in the middle and about 30-35ft from each satellite. 2 x glass windows and fair bit of concrete wall between each in each direction.
I haven't swapped the RBS but will try that. Good point.
One thing I am wondering is whether I actually need a second satellite.

Your ISP Modem already has a built in router and wifi. This would be a double NAT (two router) condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.
3. Or disable all wifi radios on the modem and connect the Orbi router to the modem, configure AP mode on the Orbi router.

I would turn off one RBS ane reduce the transmit power on the RBR from 100% to 50%. Under Advanced Tab/Advanced Settings/Wireless Settings

Thank you. I went for option 3. Wifi was already turned off, but the Orbi was not in AP mode. Now it is. All of the Orbi's are still stable and performance is still the same.
The add-on satellite still cycles flashing white and solid blue light with no performance impact.
So the router is now in AP mode, but the original problem remains.
Does anyone know why the add-on satellite would constantly cycle through flashing white and solid blue light without any performance problem. What is the root cause of that? Does it signify a particular error?Given my performance is good throughout the whole apartment, I am not sure about the too much wifi as yet, unless it is the cause of the add-on satellite's weird light cycle!

What happens if you swap RBS location with the other RBS?
Might remove the RBS from the RBRs web page, factory reset the RBS and then press the sync button on the RBS then the RBR. Do this with the RBS in the same room as the RBR. Turn OFF the other RBS temporarily while you work with this one RBS thats not working right.
