You tried directly connecting to the modem?
and it connected at gigabit speeds?
Is the modem right next to the router? Or is it in a different room?

for testing, try moving the router right next to the modem and just use 1 cable to connect modem---router.
to frequently I see wall jacks that have a sketchy press down or connection that causes issues.

You can try a lan/wan loopback test to see if the ports are connecting at gigabit on the router.
