The connection between the 960 and 850 is via wi-fi, I just added a satellite and it worked.
Looking at the 850 panel I see two satellites

Thanks for the screen shot. From my perspective, it appears that Netgear's compatibility information deserves another footnote.
(who knows, maybe the 850 satellite is also 'compatible' with the 960 router as well? - except for the obvious feature differences.)

The only issue I have is that I cannot update the SSID of the 960 to be the same as the 850

What FW do you have on the 8 and 9 series?
Possible that the 9 series is not compatible on the 8 series system.

Latest version on both.
I noticed that the 2.4Ghz on the 960 Sat received the same SSID as my main router but not the 5Ghz or 6Ghz, both stayed ORBI80
