RBRE960 100M/Full Won't go over 100MBPS
Okay, I have the AX2700 WiFi Cable Modem Netgear (CAX30S) and the AC3200 WiFi Router (R8000) Nighthawk, and I've upgraded to the RBRE960 Mesh with an extra satellite. ISP: Spectrum Internet 400 Mbp...

What mode is the CAX30 in? Router or Modem only mode? Modem only mode would be recommended if your going to use the 960 in router mode. Or try the CAX30 in router mode with it's wifi disabled and configured AP mode on the RBR960.
I just had my CAX30 online for months and have had a 850 series and 770 series online and all get 1000mbps on the WAN port connection on the RBRs. The CAX30 only supports up to 1000Mpbs on it's ethernet ports.
I only use CAT6A STP cabling with my systems.
What connection rate do you see if you temp connect the RBR960 to the LAN port of the R8000 as a quick test?
What FW version is loaded on the 960 series and CAX30 modem?

- PLUG & PLAY its not configured.

- Will try this in as soon as I'm done posting.

- I just did it, and I got 97.8%. Download 11.3 Upload
What FW version is loaded on the 960 series and CAX30 modem?
- Firmware on the 960 = v7.2.7.15
- Firmware on the CAX = v2.2.4.2

Does the CAX30 have a Show Statistics feature similar to the Orbi router? It might be interesting to observe how the CAX30 and the RBRE960 describe the Ethernet link between the two devices.
What happens when a different Ethernet cable is used to connect the CAX30 and RBRE960?
(It is sort of annoying that the User Manual does not describe advanced features, such as how to put the CAX30 into modem mode. There is no obvious benefit to having a Double NAT: Two routers: CAX30 and RBRE960.)

The poor downstream on the cable network is not the cause for the limited LAN connectivity which does work at 100 Mb/s only, leading to these 11.x MB/s data rates. The number is the very obvious indicator for a Fast Ethernet link in gte data path. Typical cause, leaving an issue alone, is very likely on the Layer 0, bad cable and/or bad connectors.
