RBS40V syncs to Orbi router just as a random device, not as a satellite,

Hi! I can't get my Orbi Router to recognize an RBS40V as a "satellite", it just syncs as a "connected device", like a computer or phone.  I have another RBS40V that IS synced as a "satellite".  I ha...
