If things are working, leave it and let it run.
At some point, I'd recommend you downgrade the system back to v.21 and avoid v.31. We can't recommend v.31 currently.
Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.

First - the device list in the Orbi app is untrustworthy - don't worry about that.
Second - determine the RBS's IP address from the router admin web page Device List, and then go to its debug page - for example, 192.168.1.148/debug.htm
You will see, as in the picture below (note - the rest of the info is different - we have different Orbi models), a "Hop count" figure - if it's not 1, nothing can connect to it. If you see blank or 0, power cycle the RBS and see if you can then connect to it. If it's one, it's another issue.
If the Hop Count is 1 (which it should be:)
Can you connect with ethernet to the RBS when WiFi connection does not work? What is the failure scenario - do you see your Orbi Network's SSID for a device, but it gives you a failure message? Or do you not even see an SSID in the "Available networks" list for the device to connect to WiFi?

Interesting. I wonder what network topology your network has among the Orbis. If you have the Orbi app on an iOS or Android device, can you screen shot the Network Map diagram? On iOS, tap on "Satellites" in the blue on the main page. It looks something like this:

Thanks - I see where a satellite could be showing hop count 3. For example "Spare bedroom" has to go 3 hops to get to the router.
