What FW version is on the RBS?
Do the RBS appear as connected in the RBRs web page using Safari?

They all show the same firmware version number.
The RBS750 shows up in the connected devices list with no IP address and a "backhaul status" of Disconnected.

What happens if you turn OFF the RBS that shows connected and take the other RBS and place it in same location as the working RBS?

I didn't try moving the non-functional RBS to the same location as the functional unit, but I did move it to the same room as the RBR, just a few feet away. No change. I also tried connecting it directly to the RBR with a 2 meter Ethernet cable. In all cases I can ping the "disconnected" RBS750 (using the IP address for the satellite that my Fing box reports as a new device each time I plug in the wired connection, or the (wireless) IP address that my RBR reported months ago when the satellite was working). And in all cases the RBR reports that it is still disconnected.

Can you access the one RBS web page at the IP address it's assigned when its ethernet connected to the back of the RBR?

Yes, I can access the RBS webpage for the "disconnected" satellite when it is wired to the RBR. It reports that it's running firmware 4.6.8.2. The RBR is running 4.6.5.14_2.0.54 while the other RBS is running 4.6.5.14.
At the start of this process I checked (what I thought was) the satellite and it was running 4.6.5.14, but I logged in using a computer (with WiFi shut off) using a cabled connection to the RBS and the url http://orbilogin.com. Could the RBS have forwarded that to the RBR, even though the RBR was reporting the satellite as "disconnected"?
Searching for "firmware 4.6.8.2" I see this thread that provides a possibility: https://community.netgear.com/t5/Orbi-WiFi-6-AX-and-WiFi-6E-AXE/Firmware-Version-4-6-8-2-bricked-my-RBS750/m-p/2226317. I'm going to think about that for a few hours before I try reflashing with the older firmware to see if it brings the satellite back to life. I'm not certain I have much to lose since the satellite isn't working in spite of showing many signs of life.
