Apple devices are good is choosing the best wifi AP to connect to. To make sure that your Apple TV is not faulty, can you swap your 2 Apple TV’s locations and see if the fault will move with the device or not?
It’s definitely the device who decides which band to connect to. Also Orbi has band steering which will always try to push the devices to the 5GHz band if the devices report to be able to support that.
