FW has to be same FW of FW on the RBS that's on the RBR.
Does ethernet connecting the new RBS to the back of the RBR allow it to get an IP address that you might be able to access the new RBS web page long enough to manually update the FW on the new RBS?

Something to try...
Manually install Firmware on Orbi Satellite
On most of the Orbi satellites, when the satellite is Factory Reset it will respond to a web connection on one of the LAN ports at IP address 192.168.1.250.
This creates an opportunity to manually load any version of firmware on the satellite (but it is not a trivial process!)
- Find the desired firmware on the Netgear support site.
- Download to a computer and unpack the zip file to extract the firmware image.
- Disconnect the computer and the satellite from everything else and connect them with an Ethernet cable.
- Set the computer to a Static IP address in the 192.168.1.1 LAN (anything besides 250 and 255. I chose 191.168.1.1, subnet mask 255.255.255.0.
- Power up the satellite, hold the Reset Button (inside that tiny hole) until the Power LED begins to flash amber, and wait a couple of minutes for it to activate. (I recommend wine.)
- On the computer, open a web browser to the IP address 192.168.1.250 (This may take several seconds to load)
- Log into the satellite home page (The credentials will be “admin” and “password”)
- Select the bottom menu item, Firmware Update.
- Navigate to the location where the firmware file is saved on the computer and select it.
- After the firmware loads, the computer will no longer be connected to the satellite.
- Restore the default situation: Remove the Ethernet cable. Change the computer back to the normal IP setting (DHCP) and connect it to the Orbi system.
- Connect a web browser to the Orbi web admin.
- Select the bottom menu item, Add Orbi Satellite.
- Go through the process using the Sync buttons, and “Voila”, the satellite should appear in the Attached Devices display.
