I would presume that the DHCP service on the TP Link was the problem since you disabled it and things are working now.
Glad you seem to figure it out. Please mark your thread as solved so others will know. Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.

What FW version is loaded currently?
What CAT# lan cable are you using?
What LAN port on the RBS are you using?
Does the RBS come online fully with out the TPLink device in the middle?

Cat6 cable(not the issue, this has been working for years with other Routers and access points)
Yes, as stated, everything works if the RBS is brought online without the TP-Link cable plugged in. Once the RBS has established its sync with the RBR, I can plug the TP-Link cable in and everything works as expected. I suspect that there might be a setting or something on the access point TP-Link, but the odd thing, is that the RBS acts like everything is great, no LED's, but anything attached to it, does not get passed through to the router. thanks!

Update: I think I may have resolved. The TP-Link although in Access Point mode, had DHCP server on Auto. I turned this to Off, since all DHCP should be coming from the Orbi. I've rebooted the RBS and it came back online completely without any removal of cables. I'm not exactly sure that was the issue, but seems to be ok now. thanks.
